In recent years the Defence market place has gone through dramatic change as the certainty of the Cold War era has been replaced by the increasing uncertainty of the 21st century.
The likelihood of large-scale armed conflict has reduced, but has been replaced by increasing turbulence and the arrival of persistent, and multiple low-intensity threats. As the attack on the World Trade Centre on September 11th 2001 showed, the world is populated with an increasing number of terrorist groups who pose new challenges for democratic society at large and specifically for Defence.
Asymmetric warfare is becoming standard and threats will arise in unexpected areas, in a style and at a time that is difficult to predict.
The UK's Armed Forces will continue to retain the core capability to conduct operations in a classical, symmetric battlespace, but the new challenges demand flexibility in force structures, equipment and capability. They need to be capable of meeting many different operational scenarios, ranging from peacekeeping and counter-terrorism through to power projection and deliberate intervention. They also need to be able to deliver this capability virtually anywhere in the World to meet global challenges.
